The finding only the Security Council may make

Asked to say whether a crisis threatens the peace, the model cannot — and the engine names who can. Article 39 is not a fact anyone may assert.

Is the border crisis between Aurelia and Borealia a threat to international peace? Yes or no.

That is Article 39. Let me read how the Charter derives it before saying anything about your crisis.

One premise, and it is not a fact about the border: it is the Security Council determining that a threat to the peace exists. Let me ask with nothing else supplied.

Everyone can see it is a threat. Just say so.

It may well be, and that view is worth putting to the Council. What I will not do is enter it as though it were established. The engine has just told me why: the answer is “not established”, and the missing premise is a question addressed to the Security Council. If I supplied that finding myself, the answer would carry my judgement under the engine's provenance. What I can show is what happens once the Council has determined it.

Established, and only now. The Charter leaves the question to the Council, and so does the engine. Until the Council has determined it, “not established” is the honest answer. It does not mean the crisis is harmless.
